Found some interesting things with Deadline Draft (latest version)

For anyone in the future, if you’re running Deadline 10.2.1.1 and later, the allowSkipFrames flag has been removed as it’s no longer necessary with fixes in that release.

I can confirm that so far, look like the H264 skipping frame issue is finally Fixed!!!
