Installing 10.1.14.3 client - RCS configuration panels do not appear

Building a new installation based on 10.1.14.3 on Windows Server 2019. Repo and Database installation are fine, but client installation skips the RCS configuration steps even though install RCS is checked.
This leaves RCS throwing tons of errors when Launcher starts it and none of the tools can connect using RCS with SSL/TLS, though connecting unencrypted works.

Did this install on a newly created Windows box, so no chance of prior installations causing issues, and I’m not sure how to dig into this problem.

I do wonder if they took down the 10.1.14.3 download for this reason. I was looking to grab the latest installer to update our repo, but it’s gone now.

Got me, but I was able to complete the install as long as I was using the local Administrator account. Using a domain admin account seems to be triggering the issue.
