We’re trying to render an Arnold job where by the kick starts when the ass files for that task are complete rather than waiting for the whole ass generation to complete and the job then starting. The only way I can see to do this is with RequiredAssets. I’ve tried adding it but the job won’t start. I have frame dependencies switched on and Removes On Completed checked also.

RequiredAssets will be an asset dependency (described here) which will release the whole job instead of just the tasks.
If you’ve got multiple tasks creating and consuming .ass files you can use a job dependency with a frame dependency the child job should be getting started.
Right click the child job and choose ‘Find Render Candidates’ and the Monitor should list all the Workers and why they’re not able to pick up tasks. If it’s not clear let us know!
