It looks like you are passing the wrong credentials to login to the AWS Portal panel in the Monitor. Did you login with Administrator IAM credentials? You would need to make sure that you login with the AWS Portal IAM user credentials as it has all the required IAM roles and permissions.

When I look at the documentation, it explains it with the old interface of AWS, but now that it is the new interface, which alternative should I choose and create an access key?
I created the ADMIN and AWSPortal users using the CLI alternative, but it still didn’t work.
I’m selected the application running on an AWS compute service alternative and create both an admin access key and an AWS portal access key.
And since I had previously selected CLI, it was not creating the service-linked-role.
I recreated that service using the console code here and it worked.
aws iam create-service-linked-role --aws-service-name spot.amazonaws.com
