Custom Opt-In event not listed

I’ve create a custom event where the default state is Opt-in. I’ve placed the event in DeadlineRepository8\custom\events but the event is not listed in the Event Opt-In tab of the Job Properties dialog in Monitor. If I place the event in DeadlineRepository8\events, it is listed correctly.
