is there any more information on Fathom, apart from the news that it was shown at Siggraph - whether it’s part of Frost or a separate utility.

It is a piece of the puzzle, but not part of Frost.
It can produce compatible data (PRT files) that can go into Krakatoa or Frost.
What was shown at Siggraph was a tech preview of an Alpha build, not a finished product, and more research is going on.
