Horrible H264 Encode quality

I am using one of the basic template scripts to generate H264 movies from EXR sequences.

My problem is, I have the bitrate set very high (12000) but am still getting strange and ugly artifacts on about 10% of the frames.

Here are some screenshots of what I am getting.

Any ideas? I thought it might be something to do with keyframe settings but there doesn’t appear to be any control over that in the exposed encoder parameters.

Would it be possible for you to please send us a short sequence of EXR files that reproduces the problem? You can send us files using our ticket system. You’ll need to put the files in a ZIP or RAR file to get them through.
