Max 2013 - incorrect install of 3dsmax

cant figure this error out. Any ideas?

What happens if you open a command prompt on this machine and run “C:\Program Files\Autodesk\3ds Max 2013\3dsmaxcmd.exe” without any arguments? It should print out the usage instructions, but if it crashes, that means there is a problem with the Max installation. There is a known problem where Max network rendering (backburner, 3dsmaxcmd.exe, Deadline, etc) can fail if IPv6 is enabled. If this is the case, disabling IPv6 on the machine might fix the problem.

I believe IPV6 is disabled
I have attached pictures of the cmd line max window as well as what i believe is the screen showing the status if IPV6

3dsmaxcmd.exe isn’t printing anything out to the console, so there must be something wrong with the Max installation. Do you get any feedback after running 3dsmaxcmd.exe (ie: an error dialog)?

If 3dsmaxcmd.exe isn’t working properly, then you won’t have any success with Deadline (or backburner). If a reinstall of Max doesn’t help, you might need to talk to Autodesk about this one.

Just to follow up as this issue happened again and I forgot how I fixed it.

we ran this fixit from microsoft and it seems to clear this issue up.
