Could you guys clarify how these parameters are being used?
Based on the description, the “Normalized Render Time Multiplier” is simply a visual aid to comparing renders, and just affects the displayed values in the task panel’s ‘normalized rendertime’ column - thus has no functional meaning.
While the “Normalized Task Timeout Multiplier” would is functional in that if a job has a task timeout of 5 minutes, a slave with a task timeout multiplier of 2.0 would only time-out on the task after 10 minutes. Is that correct?

That is correct. It basically normalizes values so that if you have a machine that runs slower, you can adjust the normalization so that it’s values will be a closer approximation to the overall performance.
Thanks! So in essence to have timeouts be properly adjusted, its sufficient to set the “Normalized Task Timeout Multiplier”?
We dont usually look at the “normalized render time” column for tasks, so setting the “Normalized Render Time Multiplier” could be ommitted?
That’s right. The only functional change when using the multiplier is in the timeouts.
