Just a quick one about partitioning:
If I initially set off 32 partitions (file name has 1_of_32 etc) then I decide I need double and save off partitions 33 to 64 (file name has 33_of_64 etc) will this give exactly the same particle seeds as if I were to do 1 to 64 initially?

Yes, each partition is created by incrementing the seeds from their normal value by the the partition counter minus one, and once the partition is saved, all seeds are reset back by the inverse value. (Thus, partition 1 is identical to the sequence you would get if you would save the same particles without partitioning, partition 2 increments by 1, partition 42 increments by 41 and so on.)
We use the second number only as a hint of the total requested number of partitions (for example when loading the PRT in the PRT Loader), but otherwise it plays no other role.
So yes, you can create two or more sets of partitions with different total counts and offset partition counters and they can be loaded and rendered with the same end result as a single set of partitions.
