There are Krakatoa PRT birth and Krakatoa PRT loader update operator for pflow.
But is it possible to have PRT volume birth and update operators for pflow?

Currently it is not possible.
It was on the wishlist for 2.0, but did not make it, together with a dedicated PRT PFlow object.
The main reason it did not get highest priority was that it was kind of possible to work around by saving PRT Volumes to PRT files and use PRT Loader instead, while some of the features that made it instead did not have existing workarounds (Krakatoa Atmospherics, PRT Maker, PRT Cloner, Raytraced reflections…)
It is still on the list for a future update.
Keep in mind that PRT Volume does not provide a particle ID channel, so most probably PRT Volume would only make sense as Birth source (e.g. an alternative to the Box #2 birth op to produce nice grids). You could update the particles if the particle count is constant, but the moment the count changes things could go very wrong…
