Please specify the 3D software you are using, since tile rendering is available in Max, Maya and XSI.
Typically, the assembler is called as a post-frame job and should take care of re-assembling the whole image if you requeue tasks.
The 3ds Max built-in submitter even allows you to send new jobs with just a few tiles and if the rest of the tiles exist from a previous submission, the final images would be rebuilt in a fraction of the time.
Did you try requeueing a tile task? Did it fail?
We are using Maya. It seemed to re render the tiles ok, but didn’t reassemble all the tiles.

Check the render logs for the tasks that you requeued. If the tile
assembler fails to assemble the images, it prints out an error in the
render log. You can view the log by right-clicking on the task in the
monitor and selecting Task Reports -> View Log Reports.
One potential issue that we are aware of is that if you use the Maya
shortcuts for layers, scene name, etc in the Maya filename, the
submission script might not be creating the filename for the tiles
properly. This is part of a more general bug that we’ve logged where
Deadline doesn’t handle those Maya shortcuts in the output filename
properly.
