smtd ReadInFormatsFile

Hi there,

Noticed that in the newer builds, these functions are defined in two places:

ReadInFormatsFile
ReadInResolutionsFile
ReadInFile
ReadInRestrictionsFile
ReadInDraftOptions

With slightly different implementations.

Once in SubmitMaxToDeadline.ms, and once in SubmitMaxToDeadline_Functions.ms.
Seems like the latter is the right place for them?

Will take a closer look.
Originally somebody else implemented them in the UI script.
I moved them to the SMTD Functions at some point where they belong.

It sounds like the change might have been merged incorrectly, producing two sets of them…
