startup timeout doesn't kill pre-start script

Seems like the prestart script is always waited upon to finish:

Our prestart script runs a batch file to do some confic syncing, env setup etc. The job had a 4min startup timeout

then ultimately killed 11 mins later:

Yup, this is a known issue. I think we’ve discussed this in another thread, but this is something that sandboxing the python environment will allow us to handle better in the future.
