Is there any easy way to uninstall an installed submitter?
I find it a bit weird the submitters are installation packages but does not create any uninstaller.
Maybe I missed something?

The submitter installer doesn’t create an uninstaller. If you want to remove it you can simply remove the files the installer has placed in the application plugins directory.
To find the file to remove, you can go to Deadline application documentation page and and find the Manual Installation guide. The steps and the files are specific to the application you are using.
As an example Maya has the manual steps defined in the documentation, you can follow it to remove the files listed.
